The rock revetment around the Channel Islands Harbor peninsula was built by the U.S. Army Corps of Engineers in the 1960s and had never been rebuilt. Decades of wave and tidal action had caused the armor stone to slough and the slope to erode, putting the water and storm drain lines along Peninsula Road at risk. The County of Ventura Harbor Department awarded the repair to Larison, the low bidder of three, in October 2022.

 

Larison removed the existing armor stone and soil along approximately 1,540 linear feet of revetment at the south end of Peninsula Road, regraded the slope to 1.75H:1V on a base of ¾-inch crushed rock, installed filter fabric to stabilize it, and placed approximately 8,700 tons of new ¼-ton armor stone, reusing salvaged stone where it met specification. Work extended from roughly 12 feet below to 11 feet above mean lower low water, so much of the lower slope had to be built around the tides.

 

Construction ran from December 2022 through spring 2023, one of the wettest winters in recent Southern California history. Crews worked through repeated atmospheric-river storms with heavy rain and gusts above 40 mph, scheduling rock placement around saturated ground and tide windows to keep the project moving.

 

The rebuilt revetment protects the peninsula's utilities, public promenade and marina, and cleared the way for the Harbor's planned waterfront hotel and restaurant redevelopment on the peninsula.
