Herzog Larison Joint Venture (HLJV) is expanding the on-dock railyard at the Fenix Marine Services container terminal for the Port of Los Angeles. The Los Angeles Board of Harbor Commissioners awarded the $63.6 million contract to HLJV in February 2025 as the lowest responsive and responsible of five bidders. Construction began in April 2025 and is scheduled for completion in April 2027.

The project adds five new loading tracks, approximately 12,000 linear feet of 136-lb continuously welded rail on concrete and timber ties, along with new tail and departure tracks, new turnouts, realignment of existing track, remotely operated power switches, an expanded compressed air system and train-in-motion system, and rail signal improvements. Supporting work includes earthwork and grading, storm drainage, waterline relocation, sewer, fire protection, electrical and high-mast lighting, fiber-reinforced concrete and asphalt paving, fencing, and striping.

All work is performed inside an operating container terminal. Construction is sequenced in multiple phases around Fenix's rail and cargo operations, and extensive utility investigation, including potholing and ground-penetrating radar, was used to locate and protect existing substructures before excavation.

More on-dock rail capacity means more containers move directly from ship to train instead of being trucked to off-dock rail yards. The expansion is expected to add about 520,000 TEUs of annual on-dock rail capacity and eliminate roughly 2,000 truck trips per day, reducing congestion, truck miles and emissions in support of the San Pedro Bay Ports Clean Air Action Plan.

The project is funded in part by approximately $37.4 million in grants: an $18.2 million U.S. Department of Transportation Maritime Administration (MARAD) Port Infrastructure Development Program grant and a $19.2 million California Trade Corridor Enhancement Program (TCEP) grant, with the Port funding the balance.

HLJV committed to 24.85% Small Business Enterprise (SBE) and 6.21% Very Small Business Enterprise (VSBE) participation, exceeding the Port's goals of 18% and 5%.
